Budget law 2021: bonuses and news for families
News 2021 for new families and those who already have children. All bonuses and initiatives to support women and families
The 2021 Budget Law in force on 1 January 2021 was published in the Official Gazette on 30 December 2020.
Important news not only for the children who will be born this year but also for families who already have children. And these are just some of the important innovations that embrace 2021. But let’s go in order and see in detail the provisions of greatest interest to families and consumers.
Mums, Dads and Children
Universal child benefit
From 1 July 2021, the institution of the single and universal allowance for children under the age of 21 is expected, which will replace the current allowances for the family unit.
The beneficiaries of the measure will be employees, self-employed workers and freelancers. A subsequent provision will follow to determine the amounts due.
Birth grant
The Baby Bonus, which is paid for new born or adopted between 1 January and 31 December 2021, has also been extended for 2021.
The amount of the check is equal to:
- 1920 euros, if the ISEE of the family nucleus to which the requesting parent belongs does not exceed 7,000 euros per year;
- 1,440 euros, if the ISEE of the family unit to which the requesting parent belongs has a value of more than 7,000 euros and not more than 40,000 euros;
- 960 euros, if the value of the ISEE is greater than 40,000 euros.
In the case of a child following the first, born or adopted between 1 January 2021 and 31 December 2021, the amount of the allowance is increased by 20%.
Kindergarten Bonus
It is assumed that the nursery bonus will also be reconfirmed for 2021, which provides for a variable amount, based on the ISEE, from 1,500 to 3,000 euros for families who support the expenses of the nursery for their children.
Birth Bonus
The mom bonus tomorrow is assumed to be reconfirmed also for 2021 but can only be requested until 30 June 2021, after which it will expire and will be absorbed by the single child allowance. All mothers in the seventh month of pregnancy can apply for the benefit, regardless of income and ISEE.
Support for mothers with disabled children
The recognition of a monthly contribution, up to a maximum of 500 euros net, is foreseen in favor of unemployed or single-income mothers, who are part of single-parent families, with dependent disabled children.
To benefit from the aforementioned contribution, the disability must be recognized to an extent of no less than 60%.
Mandatory paternity leave
The duration of the compulsory paid leave increased to 10 days (daily allowance paid by INPS equal to 100% of the global average daily salary) granted to the employed father for the year 2021 to be used in the first five months from the birth of the child (or from entry into
family of the minor, or from entry into Italy in the case of international adoption). It should be remembered that the leave can also be taken on a non-continuous basis. Also for the year 2021, moreover, the worker is entitled to take an additional day of leave, subject to agreement with the mother and in lieu of a day of compulsory abstention due to the latter.
Fund for family policies
Increase of 50 million euro in the Fund aimed at supporting the return to work of working mothers after giving birth and at financing associations that deal with psychological assistance in favor of parents who suffer serious social and psychological hardships due to the death of their child. For the working father, the obligation to abstain from work for 1 day has also been introduced, not only in the case of the birth of a child, but also in the case of perinatal death.
Reintegration to work
“Employability guarantee for workers” program
The national program of the Ministry of Labor and Social Policies “Guarantee of employability of workers” (GOL) is established, aimed at encouraging the entry into the world of work of citizens’ income beneficiaries, unemployed recipients of NASpI, workers in layoffs in transition through active policies based on specific needs.
Pensions
Ninth safeguard for displaced workers
Extension to certain categories of workers of the provisions on access requirements and the effective date regime prior to the entry into force of the Fornero law.
Extension of the Social APE
The indemnity paid by INPS for anticipating the pension treatment is extended to 31 December 2021.
Extension of the Women’s Option
The deadline for exercising the so-called women’s option is extended.
In consideration of this, to access early retirement by exercising the women’s option, female workers must have accrued, by 31 December 2020, a seniority of contributions equal to or greater than 35 years and a registered age equal to or greater than 58 years (female workers employees) or 59 years (self-employed). The termination of the employment relationship is required, while the termination of the activity carried out as a self-employed worker is not required.
